This near-ubiquitous economic restructuring is a necessary, albeit insufficient, condition for the achievement of hegemony. In economics, neoliberalism promotes—with rigorous and disciplined internal coherence—the radical programs of deregulation, privatization, marketization, and globalization. But these policies are means, not ends.
